Taking a look again at the control of gambling monopolies

It is now more than a decade since Dr Alan Littler and Justin Franssen addressed the question of “How should we define ‘strict control’?”, in European Gaming Lawyer, regarding the circumstances in which Member States can award an exclusive licence for gambling services without any form of competition.
